9:35:32 AM Commissioner Skinner Comments, I would like to find that it's the intent of this Commission, if you agree with me, that sub-district #2 in this proposal, if they pay off their RID bond they will be under no further obligation to the bond. If they build a secondary access they will be under no further obligation to the maintenance RID, or to any agreement with Franklin Hills for maintenance of that road in the future, after that second access is built.
